Hawks happens to be holding a secret from the public eye, which makes it harder for him to let loose even in the "Free for All" district. Going undercover gives him the chance to live a life that is otherwise impossible. Dabi is a league of villains member Despite him working with a team his goals and personal life stay separate. He knew what he would be getting into, but he did not suspect to befriend one of Japans top hero's. Both men need intel and decided to take advantage of their "situation". How it ends was not a formed thought before it happened, just how it started.
