Tommy was like Icarus in one way, his wings were his downfall. The wings were a clear sign of his power, Phoenix. He didn't know the danger and flew too close to the sun. His wings were ruined due to his weakness. Tommy was too big a man to let that stop him though. He carried on. The sun became his wings. Icarus was reborn. In a world full of heroes, villains, and other people with powers, it's not uncommon for there to be a few vigilantes running around. The vigilante problem has originally been a side task to take care of, since they mainly helped a bit, and there were originally only a few of them, but since the rise of R.O.G.U.E., a secret 'criminal' organization whose only crime is vigilantism... and also maybe embezzlement or something like that due to how much money they seem to have despite not getting paid for their work, no evidence for it though. This group has proven so successful in fact, that it inspired many others to become vigilantes, and to even try to join R.O.G.U.E. Like Tommy, Tubbo, and Ranboo, who form their own little vigilante group to fight crime and maybe even become member of R.O.G.U.E., but why did this group even form up to begin with, especially since some of the members are ex-heros... As the sun shone bright upon the city of L'manberg, Tommy sat on the edge on the roof, feeling the rays it revitalize him. It holds many, many villains and vigilantes of all types.
