The world is changing. There are still many attacks on the Walkers, hopeless attempts to fight them back. And that even if the Walkers are completely peaceful, just searching for one person that was captured by their enemies. Still considered as aliens it's the main reason why the governments are still attacking them to fight them back to their world.
