Dudley couldn't show his brotherly love to Harry around his parents as they hated Harry and tried getting Dudley to hate him as well. Both Harry and Dudley agreed to have Dudley fake hating Harry around Vernon and Petunia. But when they weren't around, they looked like brothers.
