Years ago, the newest leader decreed that no one will be allowed in or out of Metropolis until all mafia, triads, yakuza, gangs, etc. had been taken care of. She erected walls around Metropolis because of the growing population of mafia groups in the city. Which gave the city many nicknames, such as Mafia city, Yakuza city, and of course Triad City.
