Shelby lives at a nice little orphanage in Arizona, she is there with her 9 year old brother, Charlie. Shelby is 14, and hates it at the orphanage, she and her brother have been there for five years now and she's sick of it. Things are strange there. They have specific rules, rule number one: never go outside. Rule number two: obey the administrators.
