After the first bombing of the Tokyo Metropolitan Government Building, Nine and Twelve became heroes to many young teenagers. With their message spreading like wildfire, a whole new problem emerges from the depths below. Within the basement of an orphanage, The Settlement, awakens Twenty-Seven, the anonymous orphan who lived her life chained in a glass box. With her, awakens Twenty-Eight, who sat chained in a separate glass box. Anonymous as they are, they know everything that goes on outside the glass box.
