Harrow Road is set in London in the 19th century, when there were few safety nets for those battered by circumstance. Based on true events, it tells the story of Annie Morgan, deserted by her husband and forced to enter the workhouse on Harrow Road with her three children. A former "domestic" and the wife of a respectable printer, she's totally unprepared for the misery, squalor and grinding tedium of the workhouse. She is separated from her girls, stripped and bathed, and assigned a workhouse uniform. The food is inedible, the bed infested with lice, and every waking hour is regulated by the toll of the workhouse bell. Put to work in the laundry, a hell-hole of steam and sweat, she's forbidden to speak to her fellow inmates.

But the regulars, like Pipe Lady, a former circus performer, help her adjust to life inside the "Bastille". Their colourful stories interrupt the monotony, their friendships support her, and a surprising connection with a London City Missionary helps her, in the end, to find her calling.
