It is the year 2063. The law enforcement system has been stripped down and rebuilt in the past years as a result of an increasing demand of people to protect the crime-ridden streets of America's biggest cities. Cullan Ruess, a young law enforcement officer, has just graduated from his training class. Dreaming of a life like in the movies, he is brought to a harsh reality when he finds that being a rookie is nothing like he imagined. Having a poor paying and high demanding job constantly puts him under the dullness of the middle class lifestyle, barely affording rent at a shabby apartment complex.
But his life suddenly changes when he is recruited unexpectedly for an important assignment. Now, he is on the hunt for a clandestine "family business" that has been rumored to be operating out of New York City. They distribute Flash, an overwhelmingly powerful drug that is being used for mass crime all over the country. Upon injection, the drug gives inhuman capabilities to the user for five hours before killing them, leaving a mangled corpse behind. The details of Flash are shrouded in mystery, and Cullan soon learns that all is not what it seems to be when he delves deeper into the unknown secrets surrounding the drug and its creators.
