"Most villains just don't seem to get it. It's the same story, everywhere you go. Villain appears. Villains wants money/power/destruction. Villain almost gets money/power/destruction. Then, at the very last minute, some hero swoops in, makes a desperate play, and the villain goes byebye. My point is, the villains never win. So, my philosophy was: if you can't beat 'em, join 'em. Or make them think that's the plan, anyways." A short story about a patient villain and a clever plan.
