Luna Lovegood figures out how to make tattoos in her third year, she stumbles upon them accidentally when she was trying to remove some pen ink from her arm and did the incarnation wrong. On a trip to muggle London on mid-term break she learns how to make stick and poke tattoos, once Ginny sees Luna's tattoo, she immediately wants one for herself, after that, they're all the range. After a few incarnations and charms Luna learns along the way, her tattoos all have a special little twist.
