More than a decade ago, the Hampton Chemical Research Lab discovered an artifact of an unknown nature deep in the depths of the Pacific Ocean. The artifact, being somewhat biological, intrigued the scientists at HCRL, prompting them to excavate it from the seas and transport it to the mainland. Months later, a huge solar flare erupted from our sun; the earth was in its path at the time. The seemingly perfect path that the flare followed put it under speculation that it was somehow synthetic; despite those thoughts, the flare hit the earth, dousing a moderate amount of radiation within the atmosphere. The radiation affected the artifact to the point of causing it to alarmingly combust, destroying many city blocks and emitting a radioactive storm that spanned the earth for weeks.

The storm's radioactivity altered some organisms', including humans', genes, causing them to gain miraculous supernatural powers and strength; however, most of those affected and gained the modified genes mutated into monstrous creatures. This event prompted the uniting of the world's nations and the creation of the International Protective Services Against the Supernatural. Their goal is to keep the peace in the communities their soldiers occupy; however, their version of "peace" is very different than what it is meant to be. People who have obtained these mystical powers are often persecuted by IPSAS, whether they've abused their powers or not.

This story follows the life of one of these individuals; a young, fourteen year old boy who strives to obtain "true peace" between humans and those with powers by posing as a vigilante that travels from community to community, running all the while with troopers at his tail. Will he achieve his goal? Will he be captured by the tyrants that make up IPSAS? Or will something entirely different happen to him?
