What would really happen if superheroes became a reality?

Several years ago three people with special powers where discovered by a group of scientists called the White Coats. They used these individuals to overthrow the governments of the US, Canada and Mexico and unite them into the U.N.A (United North America). The WCs considered themselves heroes for bringing peace and doing away with the corrupt democracy. And most of the people agreed with them, for they were kept safe by the "superheroes", now called Shulkerbahns. However, a group of teenagers called R.I.O.T have begun to rebel against the U.N.A, wishing for the democracy they remember from their childhood.
