Never say "No" (Phan) (One-Shot)

A Dan and Phil one-shot in which Dan and Phil are married and have foster parents. So far, they've got three kids; Josephine (or Joey), who is nine and has been in Dan and Phil's care for two years; Nathan, who is eleven and has been with Dan and Phil for eight months; and Tommy, who started out just being fostered by Dan and Phil at only three months old, but was eventually adopted and is now nearly a year old. They've also got a shibe named Buffy who they've had for as long as they've had as long as they've had Josephine.

When they first began fostering, Dan and Phil decided on a very important thing: to never say "no" to taking someone in...which comes into play when they get a call one night about a high-risk sixteen year old boy in the foster care system, Zach, and his deaf, five year old sister, Evelyn, whom Zach refuses to be separated from. Dan and Phil immediately agree to take the two of them in.

At first, Zach is bitter to pretty much everyone accept for Evelyn, whom he is extremely protective of. He gets into trouble, isolates himself, and tries everything in his power to rebel against his new foster parents...only to find that all they want is to love him and show him that he deserves happiness.
