In 2017, a new power rises in the Republic of the Philippines. In 2016, a new president is elected known as "Tito" by default after his opponents were involved in accidents or are disqualified.
Tito's first act in authority was the enactment of the Cybercrime and Censorship Law which can be compared to Japan's strict Censorship Law.
The harsh provisions of the Law sparked a nationwide protest brutally supressed by the military. As an act of defiance, the Congress and the Senate passes the Censorship and Education Defense Act enabling anti-Censorship parties to defend themselves and their interests against the Government Censors.
     Thus begin the Censorship Wars.
