Amanda Young, one of John's earliest test subjects, swore to continue his work posthumously. Things go awry as Amanda fails her test, dying by the hands of Jeff as a result of blackmail from Detective Hoffman. After Amanda's death, Hoffman carries the torch to continue the gruesome games Jigsaw organized, offering those a chance at redemption and to become better. 

Over time, Hoffman begins growing in power as he sees fit to kidnap anyone and have them be tested, abusing the advantages of Kramer's mantra - He takes control of the final game only for a surprise to occur: the resurrection of Dr. Gordon. After relentlessly slaughtering many including Jill Tuck, John put in place insurance describing that should anything happen to Jill he would grace Dr. Gordon with full disclosure and the one place that is perhaps the most meaningful to him.
