The human race has risen again from near destruction, under the strict and benevolent rule of the Empress.  At peace with the only alien race, humanity is striving again, reaching out into space and building colonies. The only threats to the Galactic Empire seem to be its own rebels and dissidents.

Commander Thea Cassidy is an Eye of the Empress, a secret service operative charged with uncovering these threats, her mind wiped after every mission. Until she finds herself on a strange mission with no goals, Captain of an ancient transport ship bearing colonists to the outer world. 

Her crew's backgrounds don't add up, and they seem oddly familiar. Old friends, old enemies, forbidden lovers. Disaster after disaster plagues the mission, and Thea is playing a deadly game in which she doesn't know the rules.

She knows that if she fails to uncover the traitor in time, she dies, and so does everyone else on the ship. But the danger is even greater than that.

Win or lose, the future of humanity rests on the shoulders of the Captain of the Eugenia.

And her memory is starting to come back.
