Who could ever think of such a crazy and cruel idea as the Hunger Games? Well what about a crazy cruel man? What about Loki?
Loki invented the Hunger Games during the First Rebellion. They planned to use the Avengers children as the tributes. When Loki realized that Odin had tricked him into helping fight the Avengers he joined the Avengers in their fight for Panem.
The Avengers lost to the Capitol... Now they've been assigned districts... This is the story of the Avengers children... This is the story of Torrunn and Ruger Thorsen, of Francis and Leanna Barton, of Richard Stark, of Kiernan Rodgers, of Natalie Rommanoff, and of Cilicia Lokisson. They are the Tributes... We all know the story of the Mockingjay Rebellion. Sixteen year old Katniss Everdeen volunteers for her twelve year old sister for this event called The Hunger Games where twenty four children fight to the death and only one comes out as victor. A boy named Peeta Mellark was reaped alongside her. These two come out of the games as "Starcrossed Lovers". This caused a few uprisings in some districts. President Snow doesn't want another rebellion so he sends Katniss and Peeta back into the games with other Victors from each district. This causes a whole other war and this time, the districts pull out on top. The Hunger Games are ended and Snow is executed and everyone is safe again. Yeah, let's fast foward about fifty years.
