It is two years after the rebellion in Panem; and the capitol is finally regaining some peace and sense of what life should be. Katniss Everdeen and Peeta Mellark are happily married; Johanna Mason has become the military leader, and Annie Cresta is just getting used to life with baby Mason.

At the new Panem Justice and Criminal Center, 40 famous capitol children are captive. Over 1,000 capitol officials are being held accountable for the murders of the first 75 Hunger Games. President Snow is dead, and so is Coin. In this room on the second level, Marcelline Snow, now 15, is with nine other children including Oscas Flickerman.

Life seems to be going pretty ok; up until the summer the second year. Suddenly, her world is crumbling, and bring back the pieces isn't going to be a pleasant ride anymore.
