As the games progress, Grace realizes that she has become a symbol of hope for the people, much like Katniss did in the previous games. She uses her popularity and charm to win the support of other tributes and the Capitol audience. Meanwhile, Katniss and other rebels are working behind the scenes to support Grace and use her as a symbol to rally more people to their cause. They know that the Capitol will do everything in their power to prevent a repeat of the 74th games, where a tribute from District 12 emerged victorious. As the games come to a close, Grace finds herself facing off against another tribute from District 12, a tribute who has been trained specifically to take her down. It's a tense and brutal battle, but in the end, Grace manages to emerge victorious, becoming the first tribute from District 12 to win the Hunger Games twice. However, the victory is bittersweet, as Grace is haunted by the deaths of her father and James Anderson, the father of her daughter, and she knows that the Capitol will not take her defiance lightly. With the help of Katniss and other rebels, Grace begins to plan her next moves, knowing that the fate of her daughter and the entire district is at stake.

On the one hundredth anniversary, as a reminder to the rebels that the Dark Days only served to tear their families apart, each district will be required to send two sets of siblings. The new government that came with the rebellion Katniss started has been overthrown. President Snow's granddaughter is ruling Panem now, and she has proven to be more ruthless than he ever was. Katniss and Peeta were publicly executed after the Capitol took over again, and District 13 was completely obliterated. Since then, the Hunger Games have been harsher than ever.
