No Volunteer (Hunger Games)

Katniss Everdeen died at age 57 of cancer. Snow's great grandson decided this was a chance to restart the Games. He became President and restarted the Hunger Games, with Quarter Quells worse than ever.
Rosa Tanilelle lost her older brother to the Games. She is now 12, her first time having her name entered in the Games. She doesn't expect her name to be picked in the Games, as it was only in once. But the Quarter Quell, the 125th Games, changes that.
This Hunger Games, only siblings can be picked. And Rosa has a sister. There would be four tributes from each district this time. Forty-eight tributes in all.
When Rosa hears her name called on the podium, she knows that both she and Jenna will die. But she is willing to fight until the end.
Friends will be lost. Alliances will be formed. Enemies will be made. And Rosa is in the middle of all of the destruction.
