Owen was diagnosed with PTSD after returning from a tour of duty in Afghanistan.  He spends his nights dealing with any possible nightmares and he doesn't go out to any places where things might be very loud due to the risks of something triggering his PTSD.  Due to his PTSD, he did not return to Afghanistan.
