There was always conflict between the two villages - Konoha and Hoshiko. The villages didn't have a war against each other, but, one village - Konoha - knowing it was weaker than the other, didn't want to cause any harm to its shinobi and people, so they decided on a peace treaty.

The peace treaty contained one thing that the Hoshiko Village had to do, and they wanted to refuse but they had no other choice. They had to send one academy student from their village and let them stay within Konoha's walls and become one of Konoha's Shinobi.
