On the islands of Celoria, mysterious killings have been reported and kept under control by the government. They decided to try to handle this under cover until the mayor's daughter was killed. The mayor demanded that the murderer be brought to justice and hired Victor and Pandora for the job. Victor, a highly trained, top of his class, FBI agent, while Pandora was just a lawyer that knew most of the people being killed. Together, the two must try to restore Celoria back to its calm state, or die trying.
