The Autobots had created an Academy to train their recruits before battling with the Deceptions. Or for Black Ops mission, recon, etc but mainly to defeat the 'Cons. 

Everyone was trained by the Military except for one. 

She was different than the rest. An old friend of Optimus asked him to take care of her after learning what happen to old friend's condition and their health.
