the world is by far overpopulated. we learn in school of the " final war" it killed over 80% of the earth population and 90% of the land. That was 5072 years ago, we started to count the years over from year 1 after the war. Most of the land was destroyed from nuclear bombs now the world is made up of 7 states. But there has to be a way of keeping the population somewhat at bay. Each state has there own way of dealing with it, as for us many are sent to "the outer state" 
Many people say its uninhabited dead land but no one know for sure because no one ever comes back.
