After Steve had lost his best friend Bucky. He is frozen in ice and when woken up is now in the present time we live in now. After a mission when he finds out his best friend is The Winter Soldier. Steve will do what ever it takes to get Bucky back but, does Bucky want to remember the past or stay how he now.

After Civil War has settled a bit, and Bucky isn't being hunted down as much, Nick Fury has created a safe haven facility for Team Cap to hide out at during the time that they are being searched for.
