Lucy was cast out of heaven because of a false accusation. Feeling rejected by her father *God* she cries for hours in the woods of an unknown location. This causes an earthquake to happen killing hundreds of people. Somehow Amanda Waller traces it down to Lucy and puts her in Belle Reve.
