Jane Willinstock, soprannominata dai suoi seguaci "la regina dei disperati", detiene da anni ormai il controllo di Bilberry Street, una zona povera ai margini della capitale inglese, nella quale ha costruito la sua Casa delle ribellioni, atta a debellare la Monarchia inglese. Rifiutando da sempre di usare la violenza, Jane si adopera di metodi più diplomatici per esortare la sua storica nemica, la Regina Vittoria, ad abdicare in favore di nessuno, lasciando morire così la monarchia e di conseguenze tutte le cariche nobiliari che da essa ne derivano, ma non riceve mai risposta.                    
Un giorno, dopo una lettera particolarmente sentita da parte di Jane, la sovrana inglese invia alla Casa delle ribellioni un secco rifiuto, sottolineando che la monarchia inglese esiste da sempre e non smetterà mai di produrre re e regine.
Da quel momento in poi, Jane rivolta le regole e i principi della Casa delle ribellioni e dà il via libera all'organizzazione di una guerra civile nel quale l'opulenza dei ricchi si scontrerà con la miseria dei poveri.
Mettendo in gioco il suo rapporto con le persone a lei più care, la sua reputazione e il suo "regno" e dando il via ad un'implicita lotta al femminile che vede protagoniste due delle donne più influenti della nazione dell'epoca.
