For the 75 years they have not had to be a tribute in it. But seeing that Alexis Snow (president Snow's daughter) survived the games.
That was a big mistake.
Now the 77th Hunger Games have begun. District 13 will be entered also this year. Meaning two extra tributes. To fight. Against Katniss and Peeta's children Rose and Kyle
Katniss' worst nightmare was becoming real and there was nothing she could do about it.
