Giovanni, a young, sensitive, newly sworn in police constable struggles to adjust to life away from his loving and supporting family and friends. He loves being a police officer but struggles with public vexation towards himself and his colleagues, and the cliquiness of his workplace.  As he finds himself withdrawing, Giovanni draws comfort from the city lights. 

As he finds a new talent and hobby, swimming, Giovanni tentatively reaches out to his colleagues and finds that they aren't so bad after all. He meets Josie, a good looking lifeguard, and things start to look up. When he notices something strange in a routine investigation, Giovanni begins to uncover a sinister secret hiding in the government and police.
