Dovahkiin means Dragonborn. 

Dragonborn are said to be one of the most powerful magical beings, even from the old religion they were highly respected. They are very similar to Dragonlords in regards to power, but were only born once a millennia. The dragons and Dragonlords passed would select the next soul, the symbol of their choosing was the red hair. 

Kissed by fire, they called it. 

According to the legends, when their time came to pass through the veil they would be presented with a choice, but nothing is written on what that may have been. 

There has not been a Dragonborn for a long time.
