The human kind planned to ride out the radiation, -caused by nuclear war over a hundred years ago.- in this bunker, but it was built to last only half a century and many things are running low or broken, and Blair's parents were pushed into the harsh polluted air, with no chance of survival. Leaving her to survive practically in her own, breaking the law to keep herself fed. Until a rich business man hires her to do his dirty work in the bunker. 

Dexter was a perfect human in a sick version of humans. He is sent to the ground to fight for the human race until he stumbles upon a-supposably- empty bunker and eventually stumbles upon Blair.
