It had been a long time since had the population of Earth had been wiped out due to Nuclear Wars. The effects of the radiation left a few people with power who began to suppress those born without Abilities. The Mana ruled the Earth from their city of Saris located where Philadelphia used to be. Their goal: to exterminate everyone without Abilities and anyone who rebels against them. 

Riva Ayers has kept her Ability a secret for her entire life. Born from Normals, people without Abilities, Riva was not supposed to have an Ability. She grew up in a rebel city stationed too close to Saris for comfort. Victina, a suburban city only moments away from Saris by the HoverTrain was a city inhabited by people with Abilities who had formed an underground rebellion that had lived since the end of the Nuclear Wars in secret. After her parents are taken by The Mana, Riva (with the help of her best friend Cody) must search for a way to rescue them even if it means searching for the 49th regiment. The only regiment to go rogue from The Mana's army.
