For many years, Liz has been through many emotional struggles after being betrayed by her family and many resurrections in the Lazarus Pit which caused mental conflicts for Liz's humanity. 

Now suffering from her lovers death after several years, she is faced with the difficult tasks. Mafia gangs and street rivalries caused many conflicts for those living in areas, Batman is too busy taming his son. No one can watch over Gotham like Batman as a new hero has proclaimed their use of violence for those who dismiss the morals of life. The mysterious anti-hero in red.
