A new private school, called Hogwarts, was built to help those children become "acceptable members of society and accel". The school is considered strict and is based on a teir system, Hufflepuff being lower class, Ravenclaw being blue collar, Gryffindor being middle class, and Sytherin being upper class. The teaching for each is different but overall, they teach them how it is to remaincin upper class or to bring themselves up to that point.
Desperate to get Harry out of his life, his Aunt and Uncle ship him off to the school, hoping he becomes an acceptable young man.
Draco is an heir to his father who is an Earl. He is displeased with the current state of Draco's private school so he sends him, hoping that it would turn his son around, due to the newer teaching system, and also hopes that his son learns, properly, how to be a Malfoy.
