The Stranger With Blue Eyes ~Phan AU~

For two hundred and thirty-seven years people have been underground, keeping them from what happened on earth during the war, causing the earth to be unsurvivable.
Marcus, the commander, had came up with a plan involving delinquent teenagers. These teenagers are in small jail pods that keep them away from all of the other pods that families live in. They all have broken some sort of law causing them to stay in them for as long as the commander wants them to. There are other pods just like this all over. Each one with about ten teenagers in it, training them.
Laws have been made recently about not having more than one child.
Months after this law was made, a family had a child named Alex Howell and soon after had another child named Dan Howell. The family knew this was against the law so in order to protect him they kept him in the basement. Never letting him out. Only going in to give him food and water. He was basically held captive without knowing it.
Seventeen years later Dan surprisingly hasn't been caught but that changes when his father betrays him and makes a deal with the commander. He tells the guards where Dan is in order for him to be able to be wealthy.
Dan is thrown in a jail cell with four other people around his age. More teenagers get added as they find out more information about why they all are doing here. They soon discover they will be going above the ground, to earth, to see if it is survivable.
What will happen when they find out that there are survivors above them that want war?
What will Dan do if he falls for one of the survivors?
