Summary: 

As the world began to come together under one government, it had lead to the formation of the Community Amalgamation Scheme.

Matthew, along with many others, weren't permitted to the new world. They would be executed if they had refused their treatments.

Matthew considered his power not strong enough to defeat the Community Amalgamation Scheme, though very few had a power like he had. Knowing he couldn't defeat them, he thought that at least he could put things in perspective to not only CAS, but the world.
