Yes, Garrus and Shep were together before she died in this.~Sky Following two years after the death of Shepard, Garrus decides to move into her old apartment on the Citadel, one day, while he's out getting supplies for a get-together with his old friends, he meets Y/n L/n who will go on to change his life.
