It's the year 2084 the government has created a program called the SCA (safety child act) the program is suppose to protect our children until they are old enough to be let out in the world on their own. Only the wealthiest and most highly respected families qualify. But is the government actually trying to help? Winter Grey McFarlen is a week away from finally being released to the real world, when she has a dream of a strange blue eyed boy. The boy haunts her and she begins to believe he is real. And when she actually meets him and he tells her that she is the key for the rebellion she is faced with a crucial decision.
