Well no one knew about one spark of a rebellion in-between, the one that made one girl, Forever in The Hunger Games. Well, on the year of the 68th Hunger Games, eleven year old Lucinda Colden sparked Rebellion; she was taken by the Capitol, and was locked away for two months while the Capitol decided what to do with her. They made their decision that men were going to use her, and she was going to be tortured once every two months by being placed in a pool, and then it being electrified, to toughen her up for the years to come.
