The bodies have barely been cleared from the streets before President Coin makes an announcement; the Hunger Games will continue.
But the children of the Districts are safe.
It's the Capitol children who face death this time around, and everyone is excited for the fun to begin.

What if the rebellion failed, the hunger games continued? These are the 150th annual hunger games! To remind the citizens of the failed rebellion the Capitol decided to hide ruins in the arena.
