This book is set in the future, a utopia where everybody is happy, even Andria whose parents left her at age 16. But as she finds out things about how the government is run she realizes that it wasn't what any one thought it was. She was already an outsider, but now she's learning about a whole nother world. Mabye the utopia isn't really a utopia after all
