What if, every time a child made a wish, someone was listening?
The year is 3020. Imagine a world where the Moon is an Earth colony, dubbed Neverland, after a series of devastating wars rendered the Earth vulnerable. The galaxy and its inhabitants have expanded beyond what was thought to have existed 200 years ago. The government works alongside secret agencies to monitor the children of Earth, to keep the tentative peace. An agency named StarBright watches the unfortunate children who are left behind, saving them where they can. Within the agency is a division where the hopeless cases are sent, a division called Sector 13.
