Simulacrum

Simulacrum is the story of Xavier Uzual, a jaded high schooler (because all bad light novels must feature jaded high-schoolers) who moves into a new city and discovers his latent abilities (but of course!), ultimately joining "The Espers," a group of teenage heroes dedicated to fighting for great justice!
It's also the story of Emily Tachibana, an agent of the Officers, a group dedicated to regulating such groups from the shadows and containing the damages caused by their misguided acts of "heroism." But not everything is as it seems, and the generic anime plot the Espers act out and seem to exist in... might be very different from the actual story.
