Au where people are born without emotions. No happiness, no anger, but most importantly, no love.

You get 3 pills a day. They each last 6 hours. One for every emotion.

Every emotion except love.

Because love, in and of itself, cannot be recreated. It cannot be forced.

But some people are born with emotions. 5 every generation.

And if these children are found...

They are killed. Publicly.

But there's a greater catch.

Everyone is born completely color blind.

The only way to restore color is to give an act of true love.

And, as I said before, it's against the law to feel love.
