They have a plan - to think that Elsa is not in control of her powers, that they are a curse, but she chose to keep them, she chose to be a murderer. Anna, on the other hand, nobody knows about her powers, nobody but Elsa. Anna has powers of fire. She can shoot fire rocks whilst Elsa can shoot ice. Together they kill, in the darkness of the night.
