The Cookies Cafe is open nearly twenty four hours a day, making it the perfect place for Weiss to work at night. She helps to run the multi billion dollar company, Schnee Industries, meaning she is almost always working on one thing or another while her father takes all the credit. 
The Cookies Cafe is also the workplace of a Ruby Rose, the owner of the shop. She chooses to leave all management to others and just work as a waitress so she can have fun and meet new people. That's how she met Weiss Schnee, a girl just looking for somewhere to go.
