Each arena will have twelve victors, meaning that twenty-four victors will go into the Supreme Games where there will be one person left standing, victorious. The new government that came with the rebellion Katniss started has been overthrown. President Snow's granddaughter is ruling Panem now, and she has proven to be more ruthless than he ever was. Katniss and Peeta were publicly executed after the Capitol took over again, and District 13 was completely obliterated. Since then, the Hunger Games have been harsher than ever. What would happen if Katniss hadn't won the games? Well the rebellion never happened and the games continued on. This year, it's time for the 4th quarter quell and the capitol has a big surprise for the districts. There will be three games. The first game will consists of district 1-6. 3 males and 3 females will be reaped from each district to participate. 12 of the 36 will move in to a final game. Then the second game will consist of district 7-12. 3 males and 3 females will also be reaped. Again 12 of the 36 will move on to a final game.
