Ruby Rain was put in a mental hospital by her parents-- they thought it was all made up. They thought she was mentally unstable.
She wasn't, S.H.I.E.L.D. knew that.
So did HYDRA.
They needed someone who was strong and would follow HYDRA without questioning. And to get the perfect soldier, you have to start training them as young as possible.
